Updated Fedora, Now the Updated Version Won't Boot and Wi-Fi Won't Work

So, I dual boot my Surface Pro 7+ with Windows 11 on the Internal SSD, and Linux on an SD Card (via an adapter). For the past few months it has worked well, it boots, it runs, it does everything it is supposed to. Today, while following a guide on how to install VirtualBox, I ran ‘sudo dnf update’ and left the computer running. When I got back it wouldn’t let me sign in, so I shut it down. It failed to boot into the update system, with the error Kernel Panic: ‘VFS: Unable to mount root fs on unknown-block(0,0)’. After turning it off and booting into an old system, the Wi-Fi no longer works (and the Surface Pro lacks an ethernet port). Is there any way to repair this without a need for ethernet?

Is there any way you can get into the grub menu and check the boot line or boot from a fedora install USB and take a look?
