What does it mean when before graphical login you ctrl+alt+f and the terminal start scrolling this forever?

Try running this in a terminal
sudo grubby --update-kernel=ALL --args='pcie_aspm=off'
- to do this i have to login to the desktop and open a terminal. Because any pre-login ctrl+alt+f(n) terminals are scrolling that error uninterruptible.
- even after turning off pcie aspm nothing is any different.
Does the pcie remain off (sticky) if i reboot?
After rebooting, and before login, I can ctrl+alt bring up a terminal, and the scroll seems to have finished.
