Swapping two keys

I can’t get used to the position of " and @ and so usually swap them.
On Fedora workstation I’d been using the hack of editing the relevant file in /usr/share/X11/xkb/symbols/. But, I’m now using Silverblue and that’s a read-only file system.
This might do the trick, if I could work out how to install it on a Silverblue system:

I’ve not been able to find any means of overriding the relevant xkb symbols file in userspace.
Does anyone have any suggestions as to how I might accomplish the key swap?

You can create xkb/symbols/ directory under .config in your home
mkdir -p ~/.config/xkb/symbols
and put here the modified file/s you would usually edit under the system directory.
