It appears that is was a change in gnome, and is not limited to the power off/restart/logout popups. It seems other apps that produce a similar popup for confirmation also show the same additional blue on the buttons.
No, that type of affect would not be related to drivers. It is popup specific.
It is a bug introduced with the latest update of the gnome-shell.
The issue has been fixed upstream.
F40 might receive it as an update sometime in the future. F41 doesn’t have this issue, as with GNOME 47 they’ve changed the layout of these confirm buttons.
