I think you can refer to this:

To rebase and update RPM Fusion repos at the same time, I used: $ sudo rpm-ostree rebase fedora:fedora/33/x86_64/silverblue \ --uninstall rpmfusion-free-release-32-1.noarch \ --uninstall rpmfusion-nonfree-release-32-1.noarch \ --install https://mirrors.rpmfusion.org/free/fedora/rpmfusion-free-release-33.noarch.rpm \ --install https://mirrors.rpmfusion.org/nonfree/fedora/rpmfusion-nonfree-release-33.noarch.rpm

I’m sharing here a tip that I’ve just found to make it simpler for major update for RPM Fusion users on Silverblue and other rpm-ostree based variants.
