I had never tried adjusting the fan speed until you posted this.
I would suggest you file a bug against the nvidia-settings package at ReportingBugs - RPM Fusion
(or where ever else you may have installed that package from)

your display is similar to mine. I still suggest a bug be filed since there is no fan control working.

fan speed settings faild = fedora xorg config error

I checked with nvidia-settings -q all and all the fan speeds are read-only and cannot be adjusted.
My card handles the GPU fan speed automatically controlled by temp and I do not have to do anything to manage it. If your gpu fan is not spinning then it is likely that it needs replaced.
