I am looking for an equivalent of Carbon Copy Cloner (or an equivalent process) for Linux. As a result I would like to have: live, incremental, file system based backup system, able to create bootable os instances on external drives.

Timeshift, using BTRFS might be able to create something similar. Another excellent post was on the Fedora Magazine site on creating BTRFS snapshots and sending them to another device:
