I assume you are referring to open sites such as coffee shops, libraries, fast food sites, etc., many of which open a web login before actually connecting.
If so then certainly fedora is capable, as I use my laptop that way.
The steps are the same as with my phone.
Connect to the SSID in the wireless network connection panel, which then opens the web browser. Sign in. Done.

If you’re referring to a “captive portal”, yes, it should open on its own.
