Can anyone here recommend a manner of monitoring apps that utilize the most battery power on my ThinkPad? I have seen some people use PowerTOP, but I’m not sure if it conflicts with the power-profiles-daemon
that Fedora is using these days.

I don’t think it would be a problem to use PowerTop if it is available in the repo. As an aside, they may share some of the same metric’s but AFAIK ptop is monitor only.
You can apply recommended changes in powertop in the Tunables tab directly. AFAIR, they are applied permanently.

You need to enable the powertop systemd service I belive:
sudo systemctl enable powertop
