A major misunderstanding.
Yes, the drivers must be rebuilt with kernel updates! HOWEVER, 99+% of the issue is the user is impatient and fails to wait adequate time after an update for the drivers to be recompiled and installed before rebooting.

No, this is a failure in design.

My computer is not my friend, my computer is not my job, my computer is not my dog.
My computer is MY TOOL.
There is literally 0 effort to be put in a notification/pop-up showing the progress % in GPU driver update. It is a necessary feature which MUST be added!

I have been using Fedora KDE since little before 39 came out and I had NO IDEA that this JANK was going on behind the curtains!!!

That may be why my GT 1030 PC is having that weird issue!
