About Fedora Software update / dnf, I still can’t find technical or product information outlining what the standard behavior is, in terms of accessing mirrors or how does the package manager manage mirror failures or temporary unavailability.
I am sorry but also had, for the moment, to un-select the proposed solution to restrict dnf to a list of countries, as there seem still to be, at network level, some evidence of inconsistencies as to which countries are contacted for Fedora software update.
The questions about the choice of mirror are somehow the opposites of those considered in that older post :
