I am having a problem with kernel 6.6.x. I thought the problem was only in 6.6.2 but the problem persisted in 6.6.3. I am having no video on my monitor that is connected to my motherboard. I am currently running on 6.5.12 and everything is working fine. It is only when I update to 6.6.x that I am having the no video problem.
My monitor is connected to my motherboard using the integrated gpu and not to my discrete graphics because: 1) I only want certain applications to run on my discrete gpu and everything else on my integrated gpu; 2) My personal machine and work machine are using the same monitor. There is only one DVI-D port and one VGA port. The DVI-D goes to my work machine and the VGA port goes to my personal machine.
When using kernel 6.6.x, I have verified that it completes the boot process even if there is no video. I could gracefully shutdown the machine when there is no video. I tried ctrl+alt+F# when in no video situation but to no avail. I tried connecting my monitor directly to my discrete gpu and it works. Unfortunately, physically swapping the connection everyday twice is, IMHO, not ideal.
I looked at the diff of /boot/config-6.5.12 and /boot/config-6.6.{2,3} and there are a lot of differences. I backed up my config-6.6.x and replaced it with the contents of config-6.5.12 but that did not help so I reverted.
My workaround right now to get updates is to do
sudo dnf update --exclude=kernel*

I am planning on submitting a bug report in Red Hat’s bugzilla but I figured that I’d try here first. Maybe there is just something that I missed.
