Looks like the Mate problem (or a related problem?) has been discussed (and fixed?):

I doesn’t look like the patch made it into F42, though. And I don’t think we do any respins of the installer media after the GA release. 
According to this old issue, Orca should be included in Silverblue. But perhaps the installer has the same problem as the Mate installer?
