I wonder if this is some sort of mirror issue, or RPMFusion repo sometimes needing to get back in sync with the Fedora repos. E.g. cpp is in the updates repo with version 16.1.1-2, yet you get this error:

cannot install both cpp-16.1.1-1.fc44.x86_64 from updates and cpp-16.1.1-2.fc44.x86_64 from @System

The issue might fix itself soon. If not, please report back here.

Those are separate repos and it seems that often there may be delays in syncing versions between them. It usually means that a little patience when those issues appear is a good thing, since a short wait and retrying usually solves the issue.
