Do you have the ROCm packages and HIP packages installed on your system? Without it there’s no support for cycles rendering.

dnf -y install rocm-clinfo rocm-hip rocm-hip-devel rocm-opencl-devel rocm-opencl rocm-runtime rocm-runtime-devel rocm-smi rocm-smi-devel rocminfo rocm-comgr

Please try this with the .rpm from the Fedora repos. dnf -y install blender
