Just a wild guess: the issue might be related to the planned introduction of composefs, in which case you can check this thread describing a similar issue, as well the conversation with the Atomic Desktops project maintainer.
Unfortunately I won’t be available today anymore, and I’m sure you don’t need advises but rather see the issue fixed 
, but please don’t use Rawhide without proper backup, unless it’s just for testing purposes.
