Note
I have been using Intel 12 gen for more than a year and the issue started recently , I noticed it today (but may be it was from last 2 or 3 days).
Simple tasks like scrolling web page and typing this post is a struggle.
I haven’t done any major update to my system after installing Fedora 41.
Fimware has been updated for more than 1 year and is the latest version for Linux.

Observation
- btop shows sufficient RAM, No heating, sufficient storage, no heavy CPU work.
- All 16 cores of my CPU seemed to be throttled at 400 MHz. Is this the reason?
