Note

I have been using Intel 12 gen for more than a year and the issue started recently , I noticed it today (but may be it was from last 2 or 3 days).

Simple tasks like scrolling web page and typing this post is a struggle.

I haven’t done any major update to my system after installing Fedora 41.

Fimware has been updated for more than 1 year and is the latest version for Linux.

Observation

  1. btop shows sufficient RAM, No heating, sufficient storage, no heavy CPU work.
  2. All 16 cores of my CPU seemed to be throttled at 400 MHz. Is this the reason?

It appears so, there have been other users on the forums that were affected by this earlier.

Are you able to manually set the cpu to a higher frequency?

I have been using Intel 12 gen for more than a year and the issue started recently , I noticed it today (but may be it was from last 2 or 3 days).

Simple tasks like scrolling web page and typing this post is a struggle.

I haven’t done any major update to my system after installing Fedora 41.

Fimware has been updated for more than 1 year and is the latest version for Linux.

If it’s supported on your system then you could echo a frequency like this (just to test):

Right, that doesn’t appear to work out of the box.

In general these frequency issues are often a result of a kernel driver problem, but it’s difficult to say if that would be applicable to your case since it started so recently.

There have also been mentions in the past of the thermald daemon playing a role, where the system temperature was reported incorrectly causing the system to throttle down [link]. This could also be something to look into.

I don’t have more concrete advice at this stage unfortunately. It might be a good start to check a few of the other threads about this on the Fedora and Framework forums. There might be some clues to check that other users have already shared.

It would be safe to test, you can simply revert if it doesn’t work. When you disable pstate then the kernel will likely fall back to acpi_cpufreq, the older mechanism for frequency scaling.

When running btop, did you try things that would put a load on the CPU at the same time? …Like opening “files” or some other app? … When you do this, the frequency should jump up at least for a few seconds and fall back to the 400MHz value …

Yes I did that, the CPU usage for each core jumped to almost 100% for several minutes, but the frequency was Always throttled to 400 MHz

Ok, I had this happen on one of my laptops and I did the following that worked:

  1. Shutdown to power off
  2. remove battery for about 10 minutes
  3. put battery back in
  4. reset BIOS to factory defaults, then adjust for secure boot/legacy boot as needed
  5. make certain heatsink/cooling fins/fans are clean
  6. power up and boot OS

This solved my similar issue.
