Fedora does not package openh.
Did you add a third party repo to get this software from?
If that is the case you will need to ask the third party what is wrong.

I made a request to check connection to fedora mirrors and it was fine but, it didn’t return any repos. I also doubled checked it by running through proxy, the result was the same. I wonder if fedora 42 just doesn’t have openh264 support.

I have both PC and laptop with fedora 42. On the PC I can install and update all my programs except system updates. I get Curl error (7): Could not connect to server for https://mirrors.fedoraproject.org/metalink?repo=updates-released-f42&arch=x86_64 [Failed to connect to 127.0.0.1 port 12334 after 0 ms: Could not connect to server] . But when I use dnf update I get system updates normally.
On my laptop I have the same problem but I can’t update even via dnf update(get the same error with some …

Is it possible that you only copied a part of the error? There is no package ‘openh’ but there is ‘openh264’, which shows the same version, 2.5.1, on my system. And looking at your username, you might actually have run into the fact that for some legal reasons this is hosted on servers provided by Cisco, which are inaccessible from some countries, like Russia or Ukraine.
