Although Changes/Enable IPv4 Address Conflict Detection says IPv4 Address Conflict Detection (ADC) is enabled by default in NetworkManager starting from Fedora 40, it seems to be disabled on fresh install of Fedora 40.

From Proposed Common Issues to Ask Fedora
I misunderstood that ipv4.dad-timeout=-1
to be “DAD is disabled”. The value -1
actually means it follows NetworkManager’s default, which is “DAD is enabled (probably 200)”.
I was terribly sorry for raising wrong issue.
