Laptop will not sleep if Tuned and Powertop are enabled

I have a Lenovo Thinkpad X1 Extreme Gen 2 laptop. Intel CPU.

Fedora 33 KDE.

I have installed Powertop2Tuned and Tuned and thermald.
When Tuned is active and using the powertop profile, the computer will not enter sleep. It attempts to sleep, then the screen goes off for 1 second, then it wakes up again.

If I do:
tuned-adm off
then sleep works.
