–skip-broken doesn’t work.
I can’t remove baloo since it is protected by plasma
the only repositories I have added are RPM fusion and one for my VPN.
Could this be related to the topic on baloo not indexing?
I’m also experiencing that now trying to upgrade to F40 and getting:

This has been a minimally changed server which was installed on vanilla F39 with KDE spin, and has had basically no KDE interaction since the initial setup other than 'dnf update’s and an attempted ‘sudo dnf system-upgrade download --releasever=40’ as of tonight, so no major customization/tinkering with the GUI since installation.
E: I am willing to make backups of KDE config files and rip out KDE entirely to later install it again manually post-upgrade, but would prefer to not have to do that
