when i type

sudo dnf upgrade

i get

im trying to update to the latest kernel 6.11. my current kernel is 6.10

i am currently able to log in to kernel 6.10

What is nvidia-plugin and where are you getting it from?
Its not in RPM Fusion or Fedora repos.

What do you need it for?

i havent directly downloaded it. i assume its part of the driver, or something related to it.
if i try to remove it using dnf, there is no matching package

There is no such DNF plugin as nvidia-plugin.
Where did you read to run that command?
