When i want to upgrade to Fedora 40 i will get this error message

Problem: conflicting requests
- nothing provides system-release(39) needed by rpmfusion-free-release-39-1.noarch from @commandline

You may need to install RPM Fusion free as layered package.
rpm-ostree update --uninstall rpmfusion-free-release --install rpmfusion-free-release
It removes the current RPM Fusion free and reinstalls it as layered package. Then, try rebasing to Fedora 40 again.
thx this was the solution but i also had to remove libavcodec-freeworld
