I downloaded the Validity Fingerprint Reader Driver for SuSE Linux Enterprise Desktop (SLED) 11 SP1 (2.28.3-0 Kernel) (64-bit) from the HP website to identify the fingerprint device. I installed it but did not find the fingerprint option

That driver is not meant for Fedora. OpenSuse and Fedora, and downstream derivates all use .rpm packages but they may not work.
To see if the device works, use lspci and fprint-enroll afaik.
