Add the option --refresh --setopt protected_packages= to your command. It would then become
dnf distro-sync --allowerasing --skip-broken --assumeno --refresh --setopt protected_packages=
The refresh option causes dnf to fully update the metadata before beginning the updates.

Yes you should always repair a list of duplicates like that.

Note that a quick search for ‘duplicates’ on this forum would show many posts about the issue, often with a failed update or version upgrade, and almost all that suggest the distro-sync command also show that command as I formed it above.

Thanks for the suggestion. I tried several of the options mentioned, but they all fail. dnf4 is still present on my system but even that did not work with remove --duplicates.
