I tend to wait for data of the other user, but having had a short skim, my guess is that the issue is linked to swtpm-selinux → the selinux-policy related to swtpm. Maybe it is comparable to the other issue and can be solved in a comparable way. Unless other indication comes up until then, I will write you some points by Thursday evening to consolidate into a bug report.
