This should already gracefully fail since skip_if_unavailable=True is set in the repository settings. So DNF and Anaconda bombing out like this is unexpected. 
I guess this is because repodata is hosted by us, while the RPMs themselves are hosted by Cisco, which is an edge case for this functionality.
