This seems like a Desktop Environment specific issue. My bluetooth controller is not working in Xfce & LXQt but it is working in KDE Plasma & Gnome.
Following are the commands to install KDE Plasma (x11):
dnf group install kde-desktop-environment
dnf install plasma-workspace-x11
