X86_64-v3 baseline for fedora users via ELN

Fedora 41 is set to use the x86_64-v1 baseline. RHEL9 is already using the x86_64-v2 baseline and testing is underway to bump RHEL10 to x86_64-v3. Doesn’t that mean fedora ELN is currently using the x86_64-v3 baseline?

As I understand it fedora ELN tracks rawhide. Is it possible to run fedora ELN instead of rawhide and effectively get x86_64-v3 rawhide albeit with a greatly reduced set of packages?

How about getting ELN into EPEL? rpmfusion?
