Why is yt-dlp stuck at old build?

yt-dlp has released a July build upstream, however, the repositories only have the June build as the latest one. Curiously, 44 testing lags even behind with a March build, is it due to some security vulnerability (though I couldn’t find any recent bugzilla reports)?
