Dragora is too slow to use
& if it ever opens, it freezes.
I always update & install apps using the terminal.
But, i would also like to use the graphical user interface (GUI)
for the Fedora’s DNF package manager.
Any suggestions?

I wonder if it’s network related.
Is sudo dnf update --refresh
slow as well?
I give you a suggestion you probably won’t like. If you need to use Fedora, go for Gnome or KDE. If you don’t need to use Fedora but you need to use XFCE, go for Debian.
why so?
if you don’t mind uncovering it a bit for sure
Why picking Fedora Gnome or KDE instead of XFCE spin or why picking Debian instead of Fedora?
Fedora XFCE spin does not provide anything on par with the “main” Gnome and KDE versions, where most of the efforts are placed. If there aren’t reasons to opt for XFCE, it makes no sense, it will be inferior.
I don’t know exactly why the spins exist, I guess they provide some “ready to go” installation for those people who really need to use XFCE or any other DE and WM and don’t want to build it on top of a minimal system.
About Debian instead of Fedora, since XFCE is not frequently updated and when it happens it is nothing really big, it makes more sense to use Debian XFCE so that the distribution rolls more or less with the same pace as XFCE.
For example, back to the DNF Dragora problem, in Debian there is the venerable Synaptics that is exactly the same thing but works. It works because in Debian there isn’t a “main” version (yes it defaults to an outdated Gnome), everything sucks the same so a GUI for handling APT packages make more sense across the whole thing while in Fedora nobody needs DNF Dragora besides spins with “legacy” DE that don’t have their own tool for installing and updating software.
