Where is spd-say on Fedora 30? How can I install it?

I upgraded from Fedora 28 to Fedora 30 and the bash program spd-say is gone.

Where is it?

How do I install it?

I don’t know if this help I am running fedora 31 if you try the command spd-say it is calling to install the package speech-dispatcher-utils

[jorge@f31 ~]$ LANG=c spd-say
bash: spd-say: command not found...
Install package 'speech-dispatcher-utils' to provide command 'spd-say'? [N/y]

https://apps.fedoraproject.org/packages/speech-dispatcher

Maybe you need install these package.
