What does "Failed to read max cpus, using default of 4096" mean, and does it matter?

I frequently utilise perf-6.17.4-200.fc42.x86_64’s perf record --debuginfod --call-graph dwarf. At the start of its invocation, I see “Failed to read max cpus, using default of 4096”. What does that entail in practice, and does this matter? I ask in order to report it, because I see so few reports of it online. [1]
