As Fedora 38 coming nearer, the next wave of Fedora Upgrade / Installation will come sooner.
What is your considerations to decide doing a in-place upgrade Vs a Fresh installation?
I always upgrade in place. There is really no reason not to, and doing a fresh install has the big downside of having to remember everything you installed.
To me, the only thing that warranted a fresh install are filesystem issues. So the switch to btrfs would have been one, but actually I did that in-place as well and converted file systems based on the Fedora Magazine article. When I dual-booted and had little free space, I did have to do a fresh install once 10 years ago, but have stopped doing that a long time ago.
