Can you please tell us where this package comes from? pgdg-fedora-repo does not appear to be a package in the Fedora repos. You’ll need to get in touch with whoever provides the third party package/repository.
I don’t know if this help but when i opened application app and ran the download and then it came up with this
seem to be something to do with centos.
I managed to force upgrade through the terminal seems to have worked, at least for now.

What repositories do you have enabled? Are you using ones for CentOS on Fedora?
sudo dnf repolist
