Upgrade from Fedora 42 → 44 isn't working

The java and wine packages I could do without, but the kde packages being broken gives me pause.

Did you follow the instructions here, especially the very first command?
If you did was the command in step 1 able to complete without error?

Yes all packages are up to date. When this first happened the system was up to date. I waited a while, hoping there would be some missing packages upstream that would propagate and solve the problem, so the system had to be kept up to date, which I have done. The problem is persisting.

The package icdtea-web version 1.8.8-8 from f42 requires java-21-openjdk but that package does not exist in f44 repos. F44 contains java-25-openjdk and java-latest-openjdk

On my system that has both java-25-openjdk and java-latest-openjdk when I attempt to install icedtea-web dnf is quite happy to do so.
I think removing icedtea-web before upgrading may solve problem 7. It could be reinstalled after the upgrade.

I believe kdelibs-webkit has been removed and that the f44 version of kdelibs has superceded it. Try removing kdelibs-webkit and that should manage problem 1 and most of problem 8.

Problem 8 seems to be related to kdelibs-webkit as well and involves an f32 package libkfbapi which is not available in f44. That package requires a library file that is part of the obsoleted kdelibs-webkit package so removing the kdelibs-webkit package should manage most of the issues in problem 8 (and remove the libkfbapi package for you).
The final part of problem 8 (the kde-apps-rpm-macros package) should also benefit from removing the kdelibs-webkit package. The remaining packages (kde-apps-rpm-macros & kdelibs) should upgrade after the depencency issues in problems 1 & 8 are solved.

With all those changes it boils down to
sudo dnf remove kdelibs-webkit icedtea-web wine and see what happens. I suspect you should be able to run sudo dnf upgrade --refresh then follow the steps in the linked guide to complete the upgrade after that.

You can of course reinstall icedtea-web and wine after completing the upgrade if desired.

If I remove kdelibs-webkit it removes all of kde.

Try perhaps: sudo dnf remove kdelibs-webkit icedtea-web wine --no-autoremove

If it still wants to remove all kde, remove the fc32 RPMs with: sudo dnf remove '*.fc32*'

these are probably the packages that depend on kde 4.

adding --allowerasing should take care of this. It should retain kdelibs-4.14 but remove kdelibs-webkit and packages that depend on kdelibs-webkit

sudo dnf system-upgrade  download --releasever=44 --allowerasing

before runnig the system-upgrade maybe remove wine\* and libkfbapi
