Updates-archive getting packages before they are in updates mirrors breaks bootc builds

right now gcc-15.2.1-7.fc42, is available on updates-archive but not on updates. this is not a mirror syncing issue since even the dl.fedoraprojects.org master doesn’t have it. is this intended or a bug?

i learned about this because it broke my bootc image build. the fedora silverblue oci image enables updates-archive by default, which meant that when i tried to install gcc-c++, it went for the new version which is incompatible with everything else on my system.

The problem is that the update is ‘stuck’ in the process. ;(

We will get it sorted out, but Fedora 44 branching is happening right now, so it has to wait until after that.

So, in general this can happen, but is pretty rare and usually fixed the same day.
