This is bug in Telegram installed from fedora repo, I use Fedora 36 Gnome 42 and Fedora 36 KDE Plasma still have the same problem, then finally I use flatpak version, the problem when sudo dnf update was gone.

I think you should use the flatpak version for telegram as suggested by other replies and uninstall the rpm version and see if that helps.

Correction: from the RPM Fusion repository (and the bug is on the RPM Fusion bugzilla).
