You said you are using XFCE so there could be an issue there, but workstation does what is expected.

You appear to be correct. This bug was found almost a year ago with XFCE 42 and it has not yet been fixed.

I found this same problem exists with LXQT 43 and Cosmic 43 as well.

Why don’t these ARM images get fixed?

In fact I just tested with an f43 workstation image and the initial boot did perform the initial startup setup for me.

Thank you. The workstation ARM image works for me also.

None of the Spin ARM images will provide the initial setup config on first boot.

Having not tried anything but workstation on my pi I was unaware of issues with the spins

I suspect it would be good to add comments to all the existing bug reports for the arm images, and possibly create a new one noting your problems with several different DE spins.
