There may be error messages recorded by dmesg (current session only) and/or journalctl (logs for previous boots are preserved). The current kernel is 6.2.15-300.fc38.x86_64, so I suggest updating, but another user reported a problem booting that version along with hardware details. You should check to see if your hardware has similar components, as that might narrow down the search for a cause.
