Unable to start saned

I’m unable to start the SANE daemon on my Fedora 31 system. It seems to be related to this bug but even after making the changes from comment 8 on that bug I’m unable to get it to start.

When I run sudo systemctl restart saned followed by sudo systemctl status saned, I get:

● saned.service - Scanner Service
Loaded: loaded (/etc/systemd/system/saned.service; static; vendor preset: disabled)
   Active: inactive (dead)

I’m using an HP Officejet Pro 8620 that was set up with HPLIP as a network printer. I’m able to scan from XSane and Skanlite but not from PDF Studio, which relies on the SANE daemon.

Anyone? How can I get saned running?
