Same issue here with kernel-6.7.11-200.fc39.x86_64, reboot and shutdown freezes.
Additionally with every boot seemingly random USB ports do not work properly.
During shutdown I managed to toggle plymouth. The system hangs with the following displayed
with a segfault in pool-gsd-smartc looking the most suspicious (sorry for the poor “screenshot”):
