For Fedora bugs we still use Fedora Bugzilla https://bugzilla.redhat.com/buglist.cgi?quicksearch=anaconda-webui
The development work happens indeed on GitHub, but we do not have an issue tracker open there, only discussions.
The upstream development work happens also on Jira in https://issues.redhat.com/projects/INSTALLER/issues But is not as easy for community members to find us there indeed.
