I’d say the best solution for upgraders who want to keep their partitions as they are is dnf system-upgrade`.

I know you’re adressing the case “fresh /usr, keep /home”, but I’d guess “upgrade in place” is the more common case and does not need a workaround. Maybe worth mentioning.

I didn’t realize someone might want to reinstall when they can upgrade, but yeah, it’s possible, good idea. I added a note to the issue description, thanks.
