If you look at the discussion in the FESCO ticket (linked in the change) you see the reason for the rejection: some container consumers cannot (yet) use zstd:chunked. Therefore, the suggestion is to to ship both formats, and the ticket has dicsussion on how to achieve that.
So, the “switch” itself (replacing gzip format) is rejected, dual compression suggested and work on that ongoing. In particular, people work on offering zstd:chunked (in addition to gzip).
