What am I supposed to do when the App “Software” displays “downloading software catalog”
rpm-ostree is apparently not doing anything
$ rpm-ostree cancel
No active transaction.
I ran rpm-ostree refresh-md with no luck.
rebooting solved the issue
Added gnome-software, rpm-ostree
Its not really solved though, stuff like that should just not happen…

You should be using rpm-ostree cleanup -m for that likely, not refresh-md.
