Silverblue update cant be applied

silverblue
after multiple update and reboot and refresh on gnome software i cant update the package
openssl-3.0.5-3.fc37.x86_64
i cant update it but i can if i delete that package and reinstall it will updated to latest

The first image seems to have a clue – Requires restart.
Does clicking the update and restart button not work?

Since you chose to use images and not text we cannot see the actual command nor the full response that is in the second image.

Just came here to post the very same issue on Silverblue 37. If I would take a screenshot from GNOME Software it would look the same as with the OP, but here is the text output from the terminal:

As can be seen, I am having this issue since Feb 09. On my Fedora Workstation machine updates came rolling in every day since then.

no openssl was a overlay package that i have installed for gsconnect
