Setting folders .config/user-dirs.dirs

In $HOME I find .config/user-dirs.dirs with XDG DIR settings but these seem to be ignored:

# This file is written by xdg-user-dirs-update
# If you want to change or add directories, just edit the line you're
# interested in. All local changes will be retained on the next run.
# Format is XDG_xxx_DIR="$HOME/yyy", where yyy is a shell-escaped
# homedir-relative path, or XDG_xxx_DIR="/yyy", where /yyy is an
# absolute path. No other format is supported.
#
XDG_DESKTOP_DIR="$HOME/Nextcloud/Desktop_SBW"
XDG_DOWNLOAD_DIR="$HOME/Downloads"
XDG_TEMPLATES_DIR="$HOME/Vorlagen"
XDG_PUBLICSHARE_DIR="$HOME/Öffentlich"
XDG_DOCUMENTS_DIR="$HOME/Nextcloud/Documents"
XDG_MUSIC_DIR="$HOME/Musik"
XDG_PICTURES_DIR="$HOME/Nextcloud/Pictures"
XDG_VIDEOS_DIR="$HOME/Videos"

Yet when I open the Desktop in Dolphin it attempts to open home/user/Schreibtisch is .config/user-dirs.dirs ignored by Dolphin and other software but not .config/user-dirs.locale? Can I delete these as they are not used.?

.config/user-dirs.dirs
.config/user-dirs.locale
