Assuming that my user home is at /home/j I’m confused by this blocker. What do I need to todo?
The first solution is strange, as the paths ~/.cert and /home/j/.cert are probably identical. I suppose j is your user name.
The only action left would be restorecon -R -v ~/.cert and check whether this fixes your issues. Nevertheless I would follow these instructions.
