Rpm-ostree does not see available update from external repo

I am on Kinotie 41, and use MullvadVPN from their RPM repository

They updated the app in the repo today, but rpm-ostree does not see it

$ rpm-ostree refresh-md && rpm-ostree update
...
No upgrade available.

How would this happen? In my experience this is always the case and it takes another day or so to get the update.

I replaced the repo file and tried again, no change.

I never had this with any other repo, which is odd

$ cat /etc/yum.repos.d/mullvad.repo 
[mullvad-stable]
name=Mullvad VPN
baseurl=https://repository.mullvad.net/rpm/stable/$basearch
type=rpm
enabled=1
gpgcheck=1
gpgkey=https://repository.mullvad.net/rpm/mullvad-keyring.asc

I’m not sure if it will help in this particular case, but you can try rpm-ostree cleanup --repomd.
